On December 31, 2025, the VA finalized a rule banning abortion counseling in all circumstances and denying abortion care to veterans, even in cases of rape, incest, or when a pregnancy threatens their health. The only exception is when a clinician certifies that the patient’s life is in danger.

That forces VA providers to decide whether a veteran is close enough to death to qualify for care. It forces hundreds of thousands of veterans who rely on the VA to carry potential pregnancies to term no matter the consequences. That’s not healthcare. That’s cruelty.

H.J.Res. 144 is a Congressional Review Act resolution to overturn the ban. It needs cosponsors now.
